The challenge

Good people. Difficult system.

Across several local authorities and regional government organisations, we encountered a remarkably consistent pattern.

Dedicated people were working extraordinarily hard inside systems that made good work unnecessarily difficult.

Teams were overloaded. Organisational silos fragmented effort. Bureaucracy and committee structures slowed decisions. Risk aversion inhibited experimentation. And despite enormous commitment to citizens and communities, outdated structures and workflows were making speed, creativity and adaptation harder than they needed to be.

The problem wasn't the people.

It was the system around them.

01 · Discover

Find where the work gets stuck

We began with rapid discovery — working alongside HR, Change and senior leadership teams to understand where work was actually getting stuck.

Process was only part of the story.

We uncovered structural barriers, entrenched assumptions, behavioural patterns and underused opportunities to redesign how work flowed across organisational boundaries.

Rather than begin with a large transformation programme, we identified lighthouse activities: meaningful pieces of work through which people could experience a different way of operating.

02 · Experiment

Change the system through the work

  1. 100 people. One experiment.

    In one authority, 100 volunteers learned Agile in the context of local government, immediately applying the methods to genuine organisational challenges.

  2. Spaces over silos

    In another organisation, we worked with the senior team to confront an overwhelming portfolio of projects, strategic demands and citizen priorities. Together we recalibrated how work was organised — creating spaces over silos and divisions, introducing co-leadership, ring-fenced project teams and collective measures of prosperity and impact.

  3. Ownership over committees

    Elsewhere, broader leadership teams learned Product Ownership, replacing layers of committee bureaucracy with clearer ownership and faster movement on critical cross-cutting initiatives.

These weren't three unrelated training programmes. They were experiments in changing the organisational operating system — carried out inside real work, with real stakes.

Different authorities. Different challenges. The same underlying shift.

And they didn't revert.

Perhaps the most important result came afterwards.

The organisations continued pioneering these approaches — sustaining stronger delivery, greater engagement, clearer connection to purpose and radically more adaptive ways of getting important work done.

The polymorphic shift

Change the conditions around the work.

This is what organisational adaptability looks like in practice.

Not another restructure.

Not another transformation programme imposed upon already exhausted people.

Instead, change the conditions around the work: create spaces over divisions, move authority closer to the work, build adaptive capability and allow talented people to organise around purpose.

The organisation begins to change shape because the work requires it.

And that is Polymorphic.
